Our recommendation: pursue, partner or pass
PURSUE: enough fit and a plausible participation route to justify deeper work.
PARTNER: a route may exist, but a specific partner capability or role must be resolved.
PASS: a material gap, deadline or resource burden makes this a poor use of effort now.
Unresolved facts are labeled. The plan is not an eligibility certification or a prediction of selection or award.
Our promise: If the evidence does not support a credible route, we say so in writing and recommend against paying us to write that response. If a missing fact prevents a decision, we name it. Material new information can change the recommendation.
